[MariaDB Packagers] Attempt to make a unified logrotate script across deb/rpm

Hello Michal! There was a bunch of bugs related to the logrotate script shipped in MariaDB at upstream, and I decided to try to address them all in https://jira.mariadb.org/browse/MDEV-22659 I know logrotate has been deprecated by journald use, but if your distros still ship a logrotate file, could you please post it to the issue above so I can see what variants there are and if it is possible to make one unified that fits all? - Otto
