[MariaDB packagers] MariaDB 11.4.2 and 11.5.1 release prep

Prep work for the MariaDB 11.4.2 and 11.5.1 releases has begun. Expected release date for 11.4.2 is Wed, 29 May 2024 with 11.5.1 following a couple days later.
