I've reported that issue into Fedora tracker as https://bugzilla.redhat.com/show_bug.cgi?id=2036572 because if anything should change, it must be there.

What does not help is that it is not working the same way all the time, in my empty fedora 34 container it installs mariadb as a dependency as expected, even when I already have community-mysql-{libs,common} installed there. Still, I suspect it likely depends on other packages installed.

Miguel, if you can still reproduce it, could you list packages you have installed and that recommends or suggests either mysql or community-mysql? (rpm -q --whatsuggests mysql --whatsuggests community-mysql --whatrecommends mysql --whatrecommends community-mysql)

So community-mysql is a dependency of mariadb-devel/server which is just nuts.
