Does this mean in order to get to 11.4 safely I first have to upgrade to 10.11 and then to 11.4? Has anyone managed to upgrade directly from 10.6 to 11.4 without issues?

At least the CI at https://salsa.debian.org/mariadb-team/mariadb-server/-/pipelines/696205 successfully upgrades from MariaDB 10.6 directly to 11.4. Debian has pretty good backwards compatibility and you can skip versions when upgrading.
