Did you try setting --basedir=</path/to/mariadb/> ?

This file does not exist indeed. It seems to not exist at all in
mariadb-galera-10.0.17.tar.gz. Is it supposed to be installed
separately? Am I missing something?

In binary tarball, the file is placed under share/.
